NEW YORK, Sept 22 (Reuters) – Iran‘s decision to bar some U.N. nuclear inspectors suggests it is not interested in being a responsible actor on its atomic program, U.S. Secretary of State Antony Blinken said on Friday.

The comments suggested Washington is skeptical of Tehran’s desire to engage seriously on restricting its nuclear program.

On Saturday, the head of the International Atomic Energy (IAEA) nuclear watchdog condemned Iran‘s move to bar multiple inspectors assigned to the country, hindering its oversight of Tehran’s atomic activities.

Iran said it was responding to a call led by the United States and three European allies for Tehran to cooperate immediately with the Vienna-based agency on issues including explaining uranium traces found at undeclared sites.

One of the agency’s key purposes is to prevent the spread of nuclear weapons by verifying that states honor their obligations to use nuclear technology only for peaceful purposes.

The IAEA was responsible for verifying Iran‘s compliance with the defunct 2015 Iran nuclear deal, under which Tehran curbed its nuclear program in return for the easing of U.S., European Union and U.N. sanctions.

Efforts to revive that deal, which then-U.S. President Donald Trump abandoned in 2018, collapsed about a year ago and Washington has been searching for a new way to get Tehran to restrain its program.

“We tried to work indirectly with Iran as well as with European partners and even Russia and China to see if we can get a return to compliance with the Iran nuclear deal … But Iran couldn’t or wouldn’t do that,” Blinken told reporters.

“Just this past week we saw them remove IAEA inspectors who are critical to doing the work at the IAEA to – as best you can – ensure that Iran is consistent with whatever obligations it has,” he said. “That is not evidence of an Iran that is interested in actually being a responsible actor.”

Tehran’s move, known as “de-designation” of inspectors, is allowed; states can generally veto inspectors assigned to visit their nuclear facilities under the nuclear Non-Proliferation Treaty and each country’s safeguards agreement with the agency.

UNITED NATIONS, Sept 22 (Reuters) – Israeli Prime Minister Benjamin Netanyahu said on Friday he believed his country was on the cusp of peace with Saudi Arabia, predicting it could be clinched by U.S. President Joe Biden and reshape the Middle East.

Yet, amid urging by Riyadh and Washington that the Palestinians be included in the diplomacy, Netanyahu told the United Nations General Assembly in New York that Palestinians should not be allowed to veto the regional dealmaking.

Expectations that Israel might normalize relations with Saudi Arabia, the home of Islam’s two holiest shrines, have been ratcheted up this week.

Saudi Crown Prince Mohammed bin Salman, known as MbS, said a deal was getting closer by the day and Netanyahu and Biden held a long-awaited meeting to discuss the prospects.

Netanyahu described as a precursor the 2020 normalization accords between Israel and the United Arab Emirates and Bahrain, known as the Abraham Accords and sponsored by then-U.S. President Donald Trump.

“There’s no question: The Abraham Accords heralded the dawn of a new age of peace,” he said. “I believe we’re on the cusp of a more dramatic breakthrough: A historic peace between Israel and Saudi Arabia.”

Such a complex deal would likely require broad support among U.S. lawmakers – a tall order with a presidential election in 2024.

When Ukraine’s Volodymyr Zelenskyy met with President Joe Biden, on Sept. 21, 2023, the topic of weapons supply was on the agenda. That same issue almost certainly came up between Russia’s Vladimir Putin and North Korean leader Kim Jong Un when the pair met earlier in September.

The fact is, with the conflict in Ukraine having now dragged on for more than a year and a half, both sides are increasingly desperate to keep the flow of arms going. And that has alarmed people like Izumi Nakamitsu, the United Nations’ high representative for disarmament affairs, who on Sept. 12 warned of violations of international resolutions against the illegal transfer of weapons and the risk of proliferation even after the war ends.

Western-imposed sanctions over the invasion of Ukraine have angered Russia and China. To Moscow and Beijing, unilateral sanctions undermine international cooperation and reflect a desire by Western powers – particularly the United States – to assert their will over others.

Arguments of their merit aside, sanctions have forced Russia to become creative in how it goes about acquiring goods and technology. Russia is increasingly reliant on imports from states that are themselves subject to international sanctions, such as Iran and North Korea, and moving sanctioned items, including weapons, through the Caspian Sea.

Iran has been accused of supplying drones to Moscow and developing drone production facilities and technology, while in return receiving sanction-busting goods from Russia.

Sept 22 (Reuters) – An overnight fire at the Iranian defence ministry’s battery warehouse was extinguished on Friday, state media reported, the latest in a series of incidents hitting the Islamic Republic’s defence industry.

Officials said there were no reports of casualties and gave no details of damage to the storage site in the capital Tehran.

“One of the plastic warehouses related to battery manufacturing affiliated to the defence ministry” caught fire, said a defence ministry statement, adding that the cause of the blaze was under investigation.

Tehran’s fire brigade said the fire broke out around midnight in a 2,000-square-metre storage area, and state TV aired footage of smoke rising from the scene.
Last month, Iran accused Israel of being behind a failed plot to sabotage its defence industry and the manufacture of missiles. It said a network of agents sought to introduce defective parts into the production of advanced missiles.

Israel did not respond to the allegations.

In February, Iran blamed Israel for a drone attack on a military factory near the central city of Isfahan.

Israel has long said it is willing to strike Iranian targets if diplomacy fails to curb Tehran’s nuclear or missile programmes, but does not comment on specific incidents.

The two foes have been locked in a shadow war for decades, with mutual allegations of sabotage and assassination plots.
