LONDON, Oct 29 (Reuters) – Iran has created a secret network of military agencies with global reach to import at least $2 billion in hardware, explosives and heavy-duty trucks since January 2025, evading both the US naval blockade and Western sanctions, a Reuters investigation has found.

Hidden behind names starting with the letters MOD, for the Ministry of Defense, are more than 5,000 agencies that form a formidable financial and military machine. Their financial footprints are on bills of lading and other shipping data dating back to 2016. Some are tied to the Islamic Revolutionary Guard Corps and to business conglomerates known as bonyads that are controlled by Iran‘s elite.

The findings offer a window into one of the war’s great mysteries: How is the IRGC replenishing its missile and drone arsenals while firing them in their thousands?

TRIPOLI, Oct 28 (Reuters) – Libya’s eastern-based

TRIPOLI, Oct 28 (Reuters) – Libya’s eastern-based government banned the entry of Iranian and Afghan nationals through all land, sea and air ports, the government said late on Wednesday.

The move extends entry restrictions the eastern administration imposed on nationals of four African countries in June, in a country split between rival governments in the east and west since 2014.

The government did not give a reason for the decision.

“The nationals of both Iran and Afghanistan are prohibited from entering Libyan territory through all land, air, and sea ports of entry,” the government said in a statement posted on its verified Facebook page.

It added that the Ministry of Interior would be responsible for implementing the decision and for deporting Iranian and Afghan nationals who do not hold valid residence permits.

Libya has become a transit route for migrants fleeing conflict and poverty to Europe across the Mediterranean since the fall in 2011 of dictator Muammar Gaddafi to a NATO-backed uprising. Factional conflict has split the country since 2014.

The Benghazi-based government of Osama Hamad is allied to military commander Khalifa Haftar, who controls the east and large areas of southern Libya.

The internationally recognized government of Abdulhamid Dbeibah, who came to power through a UN-backed process in 2021, is based in Tripoli.

In June, Hamad’s government banned nationals of African countries – Sudan, Eritrea, Ethiopia and Somalia – citing a “reorganization ‌of foreign nationals’ entry to Libya”.

The members of ‌accredited diplomatic and consular missions and family members are exempted, the statement said. The same applies to those working in medical and educational professions, provided they have obtained work authorizations.

Libya is home to more than 900,000 migrants, according to UN data collected in June.

Mandi Riggi (Tribe Collective) and Claudia Vyvyan

Mandi Riggi (Tribe Collective) and Claudia Vyvyan (Kick The Door Down) present a festival of short plays. Eight writers and their teams will rehearse for a week before debuting on stage in a relaxed sharing of Iranian community, culture and creative talent. The festival aims to broaden understanding of Iranian stories beyond the diaspora.

Each play will include at least one Iranian creative, whether as a writer, director or actor, ensuring the work remains rooted in lived experience and cultural knowledge. CRADLE invites artists and audiences from outside that experience to engage with these stories thoughtfully, guided by Iranian collaborators.

LONDON/HONG KONG, Oct 28 (Reuters) – With jet fuel prices at roughly double their levels before the Iran war, airlines are growing increasingly reluctant to lock in future fuel costs through new hedges, warning instead of steep fare increases to offset higher fuel bills.

Hedging allows airlines to lock in future fuel prices, helping shield them from increases and providing greater certainty over costs. But some programmes require premiums, collateral or other costs, while airlines that hedge at current elevated prices risk being locked into expensive fuel if geopolitical tensions ease and prices retreat.

As the conflict in the Middle East enters its ninth month, the strategy shift means fliers globally will likely pay far higher air fares as carriers lose their hedging protection, testing consumer willingness to shell out more for travel.

“Most hedging is finishing,” AirAsia AIRG.KL CEO Tony Fernandes told Reuters this month, adding the Malaysian airline was budgeting for 12 months of high oil prices and had “given up trying to predict” how geopolitical tensions would evolve.

He said the firm was not even modelling a scenario where oil prices fall.

“So everyone’s going to be exposed. There’s only one way or two ways of dealing with that: cut costs or raise fares.”

Finland’s Finnair FIA1S.HE, which said this month that high fuel costs had fed through to ticket prices, has stopped adding new hedges as fuel costs surged this year. It has an average hedging ratio of 34% for 2027.

Oct 28 (Reuters) – Qatari mediators have presented Iran with a new draft deal to end the war with the US and Israel, an official briefed on the negotiations said, but a senior Iranian official said Doha had only put forward unacceptable ideas that did not amount to an offer.

The official briefed on the negotiations, who is not from Iran, said a new draft peace proposal for the eight-month-old conflict was presented on Sunday and was being considered by Tehran, with a response expected by the end of the week.

Qatar, along with Pakistan, has led mediation to end the war, which has disrupted global shipping and oil supplies and recently spread to Saudi Arabia and Yemen.

The proposal presented by Qatar sets a seven-day timeline addressing both Tehran’s and Washington’s concerns, laying out daily confidence-building steps that each side must take, the official briefed on the negotiations said. The timeline could begin early next week and several countries would act as guarantors of the deal, the official added.

Shortly afterwards, a senior Iranian official involved in the talks said Qatar had presented only “unacceptable ideas and not an offer”, and that Tehran’s policy on showing no flexibility over the nuclear issue remained unchanged.

Washington wants Iran‘s decades-long nuclear program to be part of negotiations to end the war from the outset, while Iran says its conditions — which include an end to the US blockade of Iranian ports and the lifting of sanctions on Iranian oil exports — must be met first. Iran rejects Western concerns that its nuclear programme is military in nature.

DUBAI, Oct 28 (Reuters) – Iran‘s Revolutionary Cou

DUBAI, Oct 28 (Reuters) – Iran‘s Revolutionary Court sentenced award-winning film director Jafar Panahi to five years in prison and the seizure of all his assets, Iran‘s semi-official Nournews reported on Wednesday, citing his lawyer but without mentioning the charges he faced.

The court also banned Panahi from leaving the country for two years and from any social media activity, the report said.

Panahi’s lawyer, Mostafa Nili, could not be immediately reached for comment.

Panahi, whose film “It Was Just an Accident” won the Palme d’Or at the 2025 Cannes film festival, has been arrested several times in the past for his filmmaking.

Despite having been sentenced to a one-year prison sentence in absentia in 2025 for propaganda activities against the system, Panahi returned to the country in March.

DUBAI, Oct 28 (Reuters) – Iranian families are cutting back on food, housing and education as the eight-month-old war with the United States fuels one of the country’s worst inflation surges in decades, eroding incomes and pushing households to the brink.

The strain is being felt far beyond the country’s major cities. Workers say wages no longer cover basic expenses, while businesses face rising costs and weakening demand as families spend most of their budgets on food, rent and other necessities.

The conflict, triggered by US and Israeli strikes on Iran on February 28 and followed by Tehran’s closure of the Strait of Hormuz and a US blockade of Iranian ports in the Persian Gulf, has disrupted oil exports, trade and government revenues. The turmoil has compounded the impact of decades of sanctions and economic mismanagement.

Reuters spoke to more than two dozen people across Iran from different social and economic backgrounds who said worsening conditions had left them struggling to afford food, housing, healthcare and education.

“We have no money, no future and no hope. We’re tired of living in fear, fear of another US attack and fear of not being able to make ends meet at the end of every month,” said Mohammadali, a 47-year-old shopkeeper and father of two in the northeastern city of Mashhad.

Iran‘s Economy Minister Ali Madanizadeh on Tuesday apologised for the mounting cost-of-living pressures facing Iranians, state media reported, saying pensioners, workers and civil servants were bearing the brunt of soaring prices and high inflation.

Iran‘s inflation surge has shown little sign of easing. Consumer prices in September were nearly 90% higher than a year earlier, while annual inflation accelerated to 73.6%, according to official data and figures reported by state media.

Food prices have risen even faster. The cost of food and beverages was 121.8% higher than a year ago, forcing many families to cut spending elsewhere.
