LONDON, Oct 13 (Reuters) – Iran is stepping up attempts to hit harder targets such as military sites in Britain and Russia is increasing its hybrid warfare against Ukraine’s allies, the UK’s domestic spy chief said on Tuesday.

In his annual speech on wide-ranging threats to Britain, MI5 Director General Ken McCallum also said the greatest concern about the misuse of AI was terrorists being able to develop bioweapons or even create new pathogens.

McCallum said state threats had quadrupled over the last decade, and his organisation now devoted more resources to the issue than during the Cold War.

On Monday, British Prime Minister Andy Burnham said Tehran was “highly likely” behind a suspected plot against RAF Fairford, an airbase used by US bombers to carry out strikes on Iran. It prompted a security alert and led to US President Trump withdrawing planes from the airbase.

Tehran has rejected accusations of involvement in the Fairford incident or any other accusations of malign activity in Britain where the authorities have for a number of years accused it of being involved in plots and attempted assassinations against dissidents and Israeli and Jewish targets.

Russia also denies involvement in hostile acts in Britain and other Western countries, but McCallum said it remained the “aggressor number one”.

Russia’s embassy in London said in a statement: “Attributing every cyber incident, drone mishap and criminal case in Europe to Moscow is convenient, particularly when no evidence is offered.”

LONDON, Oct 13 (Reuters) – MI5 spy chief Ken McCallum delivered his annual speech on Tuesday outlining his view of the threats to Britain, from hostile states such as Iran and Russia to the development of artificial intelligence.

Here is a summary of the main threats and issues he detailed in his speech and subsequent questions from media:

Tehran is also using criminal proxies – to target opponents, Iranian media organisations and Israeli interests in Britain – and has expanded its hybrid campaign in the last year, McCallum said.

He said operations connected to Iran had yielded more than 50 arrests in the UK, and that many had been aimed at Jewish communities.

The other shift had been “Iranian ambitions to come at harder targets, like military sites”, he said.

Tehran also rejects accusations of malign activity in Britain.

McCallum called Russia, which denies involvement in hostile acts in Britain and other Western countries, “aggressor number one”. He said it was escalating “hybrid” warfare, staying below the threshold that would trigger a direct NATO response.

He said Russia’s capabilities had been reduced by the expulsion of 1,000 officials from embassies since the invasion of Ukraine, which meant it had to rely on native volunteers and criminal proxies.

WASHINGTON, Oct 12 (Reuters) – President Donald Trump said late on Monday he did not believe that China and Russia were helping Iran “at all,” adding that Moscow and Beijing had “too much to lose” if they enabled Tehran.

Trump said on Truth Social that he had seen comments from his critics and opponents that China and Russia were helping Iran.

“If they are, it’s at a very low level, but I don’t believe they are at all. They have too much to lose, and we would know about it, and know about it very fast,” Trump wrote.

Trump said in July he trusted China and Russia not to help Tehran in the Iran war, but warned that if they did get involved “it would be very bad for them.”

The United States and Iran have been at war since February 28 when the US and Israel attacked Iran and Tehran responded with its own strikes on Israel and [Persian] Gulf states that host US bases. US-Israeli strikes on Iran and Israeli attacks on Lebanon have since killed thousands and displaced millions.

LONDON, Oct 12 (Reuters) – British Prime Minister Andy Burnham said on Monday that a suspected plot targeting the RAF Fairford air base in Britain was “highly likely” to have been coordinated in Iran, and almost certainly directed by the Islamic Revolutionary Guard Corps.

The RAF Fairford base in southwest England, which had been used by US bombers to carry out strikes on Iran, became the focal point for a major security response after five British men were arrested nearby in the early hours of September 27 on suspected terrorism and explosive offences.

US officials have told Reuters that there had been a suspected plot involving Iran to launch a drone attack, and last week US President Donald Trump said a threat linked to Iran had prompted a decision to withdraw the bombers from the base.

“I can confirm our assessment that it is highly likely to have been coordinated in Iran, almost certainly directed by Iran‘s Islamic Revolutionary Guard,” Burnham told parliament.

Iran has rejected any connection with the Fairford incident.

“Tehran has had no involvement in this matter, and if the British government possesses any documents or evidence to support its claims, it should present them,” said Iran‘s Ambassador to Britain, Seyed Ali Mousavi, according to Iran‘s state news agency IRNA.

DUBAI, Oct 11 (Reuters) – The United States’ respo

DUBAI, Oct 11 (Reuters) – The United States’ response to Iran‘s seven conditions in a proposal to reopen the strategic Strait of Hormuz was “insufficient”, Iran‘s security chief, Mohsen Rezaei, was quoted by state media on Sunday as saying.

Iran presented a proposal during the UN General Assembly under which the Strait of Hormuz waterway could be reopened and normal maritime passage restored within seven days if the conditions were met, to which the US later replied via Qatari intermediaries.

Washington needs to clarify the issues that remain unclear to Tehran, Rezaei, Secretary of the Supreme National Security Council, said, adding “we presented seven conditions to the Americans and clearly stated that the Strait of Hormuz would not be opened to them, and no negotiations would take place, until these conditions are met.”

The White House did not immediately respond to a Reuters request for comment.

Rezaei said Iran is “no longer in the process of responding to the Americans”.

“In their response, they have accepted some of our conditions, while others remain unclear,” he added.

Tehran said late in September that it had received a US response to its latest proposal to resurrect the collapsed ceasefire in the [Persian] Gulf, days after US President Donald Trump said he had rejected it.

Qatar and other mediators have transmitted messages between Washington and Tehran in an effort to end the conflict and reopen the Strait of Hormuz, the conduit for a fifth of the world’s oil and liquefied natural gas before the war that began at the end of February with US and Israeli attacks on Iran.
