July 16 - Members of the Islamic Republic’s Revolutionary Guard Corps (IRGC) and the Ministry of Intelligence opened fire on detainees in Evin prison following a strike by Israeli missiles which hit the jail, according to firsthand accounts published July 7 by the Oslo-based Iran Human Rights organization (IHRNGO @iranhumanrights).

Several key abuses documented by IHRNGO and sourced from the letter include: failures to protect prisoners during war; the deliberate targeting of inmates by Islamic Republic officials; the denial of basic needs and medical assistance; and poor prison conditions at the new facility.

On July 16, 2025, Israeli warplanes pounded strate On July 16, 2025, Israeli warplanes pounded strategic sites in Damascus, targeting the Syrian Defense Ministry, General Staff headquarters, and areas near the presidential palace. The strikes, described by Israeli Defense Minister Israel Katz as “painful blows,” were meant to signal a shift from warnings to concrete action—even as the U.S. urged restraint amid ongoing diplomatic efforts.

This military escalation follows a deadly outbreak of sectarian violence in Suwayda, where clashes between Syrian Druze militias, Bedouin tribes, and government forces resulted in nearly 250 deaths. Israel has framed its campaign as a protective measure for the Druze minority—one with close ties to Israeli Druze—after reports of government troops joining in attacks against Druze civilians.

According to Syria’s health ministry, these strikes left one dead and 18 injured in Damascus. A Reuters witness described warplanes swooping over the capital before unleashing a barrage that blanketed key military installations in smoke. In response, Israel has bolstered border forces, warning Syrian government troops to pull back from Suwayda—or face deeper incursions.

“When the U.S. use negotiations as a tool to deceive Iran and cover up a sudden military attack by the Zionist regime (Israel), talks cannot be conducted as before. Preconditions must be set and no new negotiations can take place until they are fully met,” the statement said.

The statement did not define the preconditions, but the Islamic Republic’s Foreign Minister Abbas Araqchi has previously said there should be guarantees there will be no further attacks against Tehran.

Israeli and Hamas negotiators have been taking part in the latest round of ceasefire talks in Doha since July 6, discussing a U.S.-backed proposal for a 60-day ceasefire that envisages a phased release of hostages, Israeli troop withdrawals from parts of Gaza and discussions on ending the conflict.

Trump’s Middle East envoy Steve Witkoff had said on Sunday that he was “hopeful” on the ceasefire negotiations underway in Qatar, a key mediator between the two sides.

U.S., Qatari and Egyptian mediators have been working to secure an agreement, however, Israel and Hamas are divided over the extent of an eventual Israeli withdrawal from the Palestinian enclave.
