Flash Briefing: July 25, 2025


July 25 – The Islamic Republic of Iran accused Israel of being behind a spate of fires and blasts in the country during the months of June and July, following the end of the 12-day war between the two states, according to a report by the New York Times.

A fire at the Abadan oil refinery and a blast in Tehran Province which hit housing used by staff working for the Islamic Republic’s judiciary, are among some of the incidents listed by the regime as being acts of sabotage by Israel.

At least 11 fires, explosions and blasts have been recorded so far by the Washington-based Institute for the Study of war. 

Belgium’s Parliament called on the European Union to list the Islamic Revolutionary Guard Corps as a terrorist organization, which has been accused by several states of engaging in acts of terrorism in Iran and abroad. 

Previous attempts by European lawmakers to pass a resolution proscribing the military unit, which is considered an influential wing of the regime, have not been accepted by the Council of the European Union. 

The IRGC is currently proscribed by the U.S., Canada, Paraguay, Saudi Arabia and Bahrain. 

And Craig and Lindsay Foreman, a British couple detained in the Islamic Republic, are believed to have been unharmed following a strike by Israel on Evin prison in mid-June. 

The Foremans have been accused by the regime of engaging in espionage, charges which the couple deny.

Family members were told that the couple had not been transferred to Evin prior to the bombings and remained in a facility in Kerman. The UK Foreign, Commonwealth and Development Office said it was “deeply concerned” by the detentions and was providing the Foremans with consular assistance.
